[Moo] notarized medical authorization form

At Ponte Alto's event on Saturday, the gate and group Seneschal had to 
refuse admission to a minor.  The adult who brought the child was not the 
child's parent/guardian, and did not know of the new requirement in Kingdom 
law (10.3.2, I just checked) for a notarized medical authorization 
form.  They came 3+ hours to the site, only to be turned away and have to 
go right back out.  While this was the right, and only, thing to do, it is 
a shame that it had to happen.

Please, be sure that you spread information about this requirement as 
widely as possible, in the hopes that this doesn't happen again.  Not 
everyone gets the Acorn, and not everyone pays as much attention to law 
changes as they probably should, and I'm sure there are other people 
thinking about bringing their children's friends who don't know about this 
change.  The further we spread this information, the less likely it is that 
future event staff will have to turn someone else away.
