[Moo] possible B-day event conflict

War College was moved to this date because it was originally schedule
the weekend of June 21st.  However as that is Assessment the autocrat
realized his mistake and moved the event to the next possible weekend.  

Yes we had the weekend first, but as Adriana has pointed out it was not
spiked as a no conflict and the events are outside the 100 mile radius
required.
