That's correct.  However, (1) the baronage and populace can always recommend to Triton that the promotion be given, if they think the herald's service has been really spiff (and unless the herald is brand-spanking new, Triton would probably acquiesce); and (2) if Stierbach had a really great herald and Triton wanted to reward them for that work, unless a title is registered for Stierbach, then that avenue is not available.  So, better to have one in the reserves.

BTW, the title is registered to Atlantia, for use with regard to Stierbach.
