[Moo] Topic for comment from Curia

A law without enforcement is pointless.  Who would have the authority to
enforce such a law on the populace?  How can we have a certain assurance it
would be applied in a fairly standard fashion?  Do you write provisions for
medical reasons (which anyone can claim)? Do  we make exceptions for
newcomers or people using loaner garb? How can we tell ?

Too many questions, too many complications.  Keep that law off the books.
