The length of material below the belt is what is being refered to as skirting, and being shorter than floor lenth would be a small skirt....

In French, a jupon is a pettycoat.  I had a grand time imagining
illiam in a skirt.

 Thank you for your quick reply. I am looking for a fairly loose
 fitting garment belted at the waist with long sleeves that I can fit
 over the top of my armour.  I would like the bottom hem of the garment
 to hit somewhere between a quarter and halfway down my thigh.
