[Moo] Camp Coordinator for Ruby Joust!!!

Since I was asked, Camp Coordinator is in charge of registering the barony for a camp at the event, coordinates getting the supplies there for the camp, organizes the tents so that there is space for all tents and day shade if we are bringing one, and or kitchen tent if we are bringing one. Potentially setting up a food plan if there is to be one and coordinates camp duties with those in camp.
