[Moo] ISO Stierbach award text

I believe there are already rules governing this text, perhaps Mistress Sunniva would shed some light on the subject??

Pardon my ignorance, but what would be the point in creating a baronial level handbook? Scribing should be the same on a baronial level as it is on kingdom level, or am I wrong?
