[Moo] "Silverhart" conflict

We failed with a similar type of request from my branch in Drachenwald.  The
largest stumbling block at that point was that the branch was dormant so
there was no one to give the approval and we ultimately had to change.

You know,  I was thinking the same thing myself, too bad there isn't some
sort of appeal process.
