The Board may or may not listen, and then will go and do exactly as it pleases - 

unless enough of the membership makes it plain to them that they object to what
the Board is doing/plans to do. Consider that the "Grand Council", established 
to
"advise" the Board on ways to improve the Society after the disaster in the 
early
1990's, has been totally and utterly ignored. It might as well not exist.

I suggest you take a good look at the way the Board actually operates: decisions
first, opinions solicited after the fact, discussions still later if at all.

This crisis - and I think I'm not exaggerating to call it a crisis - will not be
resolved from the top down. Pressure for change has got to come from the bottom 
up,
or there will be no change - and the crisis will become another and worse 
disaster.
