if someone is giving a personal gift they need to be sure to say that.
otherwise it ends up as regalia and should be passed on as a gift or placed
in the care of the kingdom when they step down.  there is nothing at all
wrong with personal gifts but it is important to make that clear.  i once
gave someone a gift in court and found out years later that the lady who
made it gifted it me as a personal gift.  she didnt say that at the time she
did so and was hurt that i gave it away (and i really hated having to give
it away too!).

It is indeed a mixture of both. I have seen both types of items in gift
baskets.
