[Moo] Advice On Construction of Split-top Polearm

Greetings,

I was wondering if someone could give me some advice on split-top 
polearm construction.  I've been told that in Atlantia that we can only 
use padded pole-arms.  Does this mean I have to pad the "bladed" part of 
the polearm head?  Could I use sleeping pad foam to do this?  Or does 
this padding requirement only pertain to polearms six feet in length (or 
shorter)?  Any help would be greatly appreciated?
